Region 5 (California) - Office of Advocacy Support
Progress Report – FY04
Background
The Region 5 (R5) Regional Leadership Forum made a decision
in the late fall of 2003 to establish the R5 Office of Advocacy
Support. Its purpose is to develop business plans for R5 Forests, assist
those forests that have completed business plans on implementation strategies,
and to provide support to R5 in implementing its partnership strategy. (A Plan to Enhance Partnerships in the Pacfic Southwest Region, PDF, 39 pages, 345kb)
FY04 Accomplishments
- The R5 Office of Advocacy Support (OAS) was established. Bob
Kates served as the acting manager for the 1st year (FY04).
- The OAS Advisory Board held its first developmental board
meeting on May 27, 2004.
- Business plans have been finalized and printed for the Angeles,
Cleveland, Los Padres, and San Bernardino National Forests.
- Business plans were developed for the Modoc, Lassen, Plumas,
and Sequoia National Forests and the Lake Tahoe Basin Management
Unit in partnership with NPCA (Natl Parks and Conservation Assn).
The plans are in various stages of completion. Those completed
have been posted on the R5 internet website. (Contact Laurie Fenwood for the current status.)
- The Partnership Capacity Assessment Tool (PCAT) was successfully
introduced on several forests participating in the FY04 (second)
round of R5 Business Planning.
- During the business plan development (FY04), a scorecard was
created to assist the forests in grading themselves on their
capacity to engage in partnerships.
- Also during FY04 Business planning, an ACCESS database (Partnership
Planning Manager) was developed to track various partnership
aspects.
- The OAS is also providing Volunteer coordination to the Southern California
Province in its “Take Pride in America” effort.
- As an “action” identified in the R5 Partnership
Strategy, Partnership presentations were conducted at several
meetings with various staffs and at the Women’s Conference
in Sacramento. (Fall, FY04)
